Ukraine has imposed restrictions on the use of the Telegram messaging app by government officials, military personnel, and critical infrastructure workers, citing serious national security concerns. The ban, announced by the National Coordination Centre for Cybersecurity (NCCC), aims to mitigate security risks associated with the app, particularly its use by hostile actors.

The NCCC shared the ban on Facebook, emphasizing the potential threats posed by Telegram. Kyrylo Budanov, head of Ukraine's GUR military intelligence agency, clarified that the decision is not about limiting free speech but protecting national security. Telegram, according to Ukraine's National Security and Defense Council (NSDC), has become a tool used by adversaries to carry out cyberattacks, phishing campaigns, and the distribution of malicious software.

More worryingly, the app is reportedly being used by Russian forces to track users' locations and gather intelligence, aiding in the targeting of Ukrainian facilities with drones and missiles.

As a result, the use of Telegram has been banned on official devices used by employees of state authorities, military personnel, defense sector employees, and critical infrastructure operators. This move is intended to minimize the risks of sensitive information being accessed or tracked by adversaries.

Who Is Affected?

The ban specifically targets government and defense sector employees, including those involved in critical infrastructure operations. However, it’s important to note that the restrictions do not extend to the personal phones of these individuals, nor does it apply to those who must use Telegram for their official duties.
